Step-by-step
Combine chicken, soy, vinegar, water, garlic, bay, peppercorns, sugar in a pot. Marinate 30 minutes.
Bring to a simmer over medium heat. Do not stir for the first 5 minutes (vinegar needs to cook off raw edge).
Cover. Simmer 25 minutes until chicken is tender.

Remove chicken. Boil sauce uncovered 5 minutes to thicken.
Heat oil in a skillet. Brown chicken skin-side down 4 minutes until crispy.
Pour reduced sauce over chicken. Serve over rice.
Cook's tip
Resist stirring early. let the vinegar mellow before you mix things. The traditional taste depends on it.
Storage
Refrigerate 5 days. Tastes better the next day.
